Public Diplomacy Campaigns Manager - Grade 2

This is a key position for the delivery of the UK’s foreign policy priorities in Russia.  The successful candidate will be a self-starting multi-tasker with a proven track record of stakeholder engagement.  You will have the ability to communicate fluently in both English and Russian, to think on your feet, and to develop imaginative and creative campaigns to get the UK’s messages across to our target audiences.  

Job Description – Main Responsibilities:

Public Diplomacy Campaigns

  • Full-cycle campaigning:  Devising, implementing and evaluating campaigns on a range of themes, correctly targeted to the right audiences, in line with FCO and Embassy policies and priorities
  • Maintaining contact with campaign teams in London, keeping abreast of evolving campaign thinking, and ensuring the Russia Network remains ahead of the curve and plugged into the FCO’s global campaigning
  • Responding to ad-hoc campaign requests
  • Seeking and securing funding for Public Diplomacy campaigns from FCO and other sources
  • Building contacts and exploring opportunities for public diplomacy work with partner organisations
  • Incorporating a regional dimension into the Network’s public diplomacy work
  • Producing material on the Embassy’s public diplomacy work for publication on the Embassy’s website

Embassy liaison

  • Maintaining regular contact with Science, Climate, and Project Funding teams, including attending weekly meetings and developing areas of shared interest
  • Identifying and generating potential publicity opportunities in the work of other teams as above, and devising specific ways to maximise these opportunities

Photography / Video

  • Photography / video filming of Embassy events and visitors, both on request and proactively

Corporate

  • Contribution to the Network’s corporate agenda, through originating and participating in initiatives / committees

What is Public Diplomacy?  Why does the British Embassy do it?  (up to 1,000 words total)

In the wake of the 24 September UN Security Council Resolution on disarmament and the spread of nuclear arms, the FCO in London has asked all Embassies around the world to come up with imaginative public diplomacy ideas to promote the disarmament and non-proliferation agenda. 
 
Russia has been designated a 'Priority Country' by the policymakers in London.  As such, you have a potential budget of up to £20,000 to conduct public diplomacy activity aimed at promoting public debate among thought leaders, opinion-formers and the public in Russia around these issues.  There are just over five months to the Non Proliferation Treaty Review Conference in 2010.
 
You have an agenda, a timescale and a budget.  Devise a suitable public diplomacy strategic campaign.  You will need to specify your audiences, key messages, activities, risks, indicative budget and means of evaluation.
