Strengthening Human Rights Capacity in the Russian Federation
To develop the expertise of human rights NGOs and lawyers in the Russian Federation to utilise international human rights mechanisms that enable victims of human rights abuses to obtain redress; to encourage improvements in domestic law, policy and practice.

Strengthening the potential of the Russian Federation Ombudsman Institute and the Commission for Human Rights: encouraging participatory role in international human rights mechanisms
Encourage national and regional human rights protection mechanisms through promotion of international human rights treaties signed by Russian Federation and reinforcement of the potential of the Ombudsman Institute and the Commission for Human Rights (PCHR)

Development of the network of Schools for Public Inspectors in Russia
Development of the Network of Schools for public inspectors to ensure state’s adherence to fundamental human rights and accountability to civil society through monitoring of ‘restricted access’ state structures such as penitentiary and police establishments in the regions of Russia.

Support for Promotion of Justice and Prevention of Torture
To prevent torture and trumping up of evidence by law enforcement agencies by increasing compliance of the criminal justice system to international human rights standards.

Eliminating legal obstacles to the enjoyment of rights without discrimination on grounds of ethnic origin, gender and age in Russia.
To develop and promote a concept for institutional change (including legislation, special bodies and controlling mechanisms) necessary to achieve equality and equal treatment of individuals in access to human rights and public participation without discrimination on grounds of race, age and gender.
